Can confirm. Recommend NOT having any Winds of Change quests.

Also, you can craft Tempered Glass vials and Vials of Ink from Xue Yi [Materials] in Kaineng Center.

Note, this item MUST be crafted as no creatures drop vials of ink.
To craft, you must first bring glittering dust to a select Artisan and get tempered glass (5 dust per glass). Then you must give plant fibers and tempered glass to the Artisan to get vials of ink (4 dust and 1 glass per ink). All Artisans that can craft tempered glass can also craft vials of ink, so you won't have to find two Artisans.

Farming Fog Nightmare outside ToA for dust (for crafting Tempered Glass Vial). There is like >7-8 groups (including popups); one run yields between approx. 22 to 125 or more dust.

Not completly true as there are drops that can be salvaged into vails of ink, like Stolen Provisions.
